Introduction 内容来自www.paper51.com In order to adjust the Basic English Education to thedevelopment of China’seconomy and society, the National English Curriculum Standard (here afterabbreviated as the Standard) for trial was promulgated in July 2001 by theEducational Ministry of China. This marks the beginning of the course reform offoundational English education in China. According to the ChineseEducational Ministry, since the fall of 2001, the Standard has been carried outin 27 provinces of China. It means that the Standard will take the place of theEnglish Syllabus which has been used before. That is to say, the Standard willbe used as a guide for the programmatic document of Chinese Basic Englisheducation reform. Therefore, it has been put into effect widely throughout the country.Then, what is the difference between the Secondary English Syllabus and the Standard;what special features and merits does the Standard have? Comparisons of general objectives2.1 The differences in thesyllabus and the standard http://www.paper51.com The EnglishSyllabus and the Standard have different ideas on the statement of theirgeneral objectives. The former lays stress on the outcome of learning, and putsEnglish language knowledge and skills on the first place. That is to say,learners are required to master the basic English knowledge and skills.Therefore, the general objective of the Syllabus is to activate students tolearn English as actively as possible and let them form good learning English habitsactively. It aims at developing learners’ basic ability in listening, speaking,reading and writing and improving learners’ communicative capability inEnglish. The Syllabus focuses on the improvement of students’ readingcomprehension and neglects the culture of English-speaking countries. Besides,it also pays attention to cultivating students’ innovation and practicalability, helping them form good and effective learning strategies. However, theStandard underlines the process of language learning and puts the developmentof learners’ integrated skills in English learning in the most important place.Thus, the general objective of the Standard is to cultivate learners’integrated skills in language study and make learners get a furtherunderstanding of the purpose of English learning, and then they can form thehabits of autonomous learning by themselves and cooperation-learning competencewith one another. Here, the integrated skills are made up of English languageknowledge, language skills, affect and attitude, language learning strategiesas well as cultural awareness. Each has its own specific contents andrequirements that can be regarded as a guide for teaching.
