Translationas a converting process is, in fact, a certain way. What is translation?“Translation, as a process, is always uni-directional: it is always performedin a given direction from a Source Language (SL) into a Target Language (TL).It may be defined as follow: The replacement of textual material in onelanguage (SL) by equivalent textual material in another language (TL)” (黄龙,1983:1). And the translation of Englishpersonal names and localities surely is an important part of this job. Manyexperts, indeed, have worked in the area for a long time, and have achievedmuch success. However, as we know, there are so many formed and newborn personalnames and localities that we cannot translate all of them correctly andexactly.
